The way it is set in the TV show, Savior's standard procedure is killing one of the survivors to introduce themselves and to make any group obey. They did it to the Hilltop even though they didn't do anything. The pictures Glenn found in their outpost would suggest the same. Standard procedure. So why would Negan want to "punish" Rick's group with his "standard procedure"?
